"Why do I need to go to Sydney or wait for the Consul General’s next visit to sign a notarial deed or a vote proxy?". "Why can’t I get my passport renewed at the consular agency?". Such are the most frequently asked questions during consular tours throughout the country.
It is important to remember that, as their name indicates, honorary consuls are not engaged in a public servant career : they carry out their functions on a voluntary basis in addition to their professional activities. Consequently, the French authorities cannot expect honorary consuls to conduct activities that would require them to assume personal responsibility.
This is why in their capacity, honorary consuls are only able to act on behalf of the consul general in the case of a limited number of administrative documents:
issue of certificates of life and of residence ;
legalisation of signatures of local authorities or individuals of French nationality (this formality is only assured by the honorary consul in Adelaide);
certification of true copies of originals ;
certification of translations carried out by an accredited translator ;
processing all formalities related to the conveyance/repatriation of bodies or ashes.
For anything else, honorary consuls act as representatives of the consul general. They carry out their functions of protection and assistance for the benefit of the French nationals, both residents and visitors. To that effect, they may have to liaise with local authorities (for such matters as incarceration, hospitalisation, death, physical or moral distress, theft, etc).
Our honorary consuls are well acquainted with their home state and those of our fellow citizens who visit their respective cities may find it valuable to consult them to obtain advice and recommendations.
In case of doubt, do not hesitate to call on your consular agency who will be able to assist you with any administrative procedures and if necessary, advise you to approach the Consulate general in Sydney directly.
